Don't laugh, some Russians (not necessarily the military) have actually talked about that. There was a big debate about it at a seminar held in the Duma about a month ago. And just the other day, some general or other was quoted as saying something to the effect that "right now nukes are not necessary." Meaning that later they might be?

And if the Russian generals decide not to use them, then there is always John Lacelle...<g>
