I hate to be predictable and disagree, but exactly what does this mean? Is he talking more accurate floating point or graphics deceleration perhaps (we know Intel has had interesting developments in both these areas!). I think Barrett chose particularly bad examples, because floating point and graphics are all about speed. Or did he say clock speed and get misquoted?

If so, it is interesting that Intel is now arguing against pure megahertz measurement. When do they introduce the Athlon-equivalent speed rankings?
