I think you and I both know that all the polly wishful thinking and happy face patches in the world won't appreciably change those numbers for the better in the next few months.

I have many times at two different companies, one private and one public. I just finished a one year rewrite of a client/server project that moved an accounting system from a NeXT platform (Steve Jobs OS platform) to a PowerBuilder application. A one year effort delivered on the exact date in the project plan and 200 hours under budget, just to name one.

I was also on 2 other projects; 60+ people, 2 years and a 4 year that also came in on time and budget (one from each of the two companies I have worked at, I was not a project leader on these though) I could name many others, but I have other things to do.

So, your point is???
