Reagan's deviation into privatized, secret war-making controlled by the CIA represents one part of his legacy that discomfits even his most devoted admirers and will be factored into any final historical assessment of his presidency.

I didn't want to confuse you with facts. I know how irritable they make you. Time has shown Reagan was correct in challenging the Sandanistas and he did stem the rising communist tide in C.A. As you know I admire Reagan and I along with many others believe the Boland Amendment was unconstitutional. My only gripe with the situation is that he did an end run instead of taking the ball up the middle. He should have challenged the dubious legality of that obvious intrusion into the Presidential purview by a partisan Dem controlled Congress. JLA
