If keeping Marcos meant keeping Clark and Subic, so be it. If keeping Marcos meant losing Clark and Subic, bye bye Marcos.

It was clear by '83 that Marcos was falling apart and the communist insurrection was growing like a weed. It was actually pretty clear before then, but only if you looked carefully. Post-'83 it was undeniable. By those criteria we should have squeezed off the money and started serious talks with the reasonable opposition a lot sooner than we did.

That was what I meant when I said that we were pursuing a policy contrary to self-interest.
