IMF To Suspend Aid To Russia If Military Spending Surges

PARIS, Oct 13, 1999 -- (Agence France Presse) The International Monetary Fund (IMF) would suspend aid to Russia if military spending surges, the director general of the fund, Michel Camdessus, said on Wednesday.

Questioned on French radio about any possibility that international aid might be used to finance war by Russian forces in Chechnya and Dagestan, he said that the role of the IMF was to judge "economic policy in a country and its budget".

He said: "If I see that the budget is over-shooting because of an uncontrolled increase of military spending, we shall interrupt our support." ((c) 1999 Agence France Presse)

Siberian Oil Baron Shot Dead Outside Home

LONDON, Oct 16, 1999 -- (Reuters) The head of a Siberian oil company was shot dead at point blank range outside his home in the city of Novosibirsk on Saturday, Russia's Itar-Tass news agency reported.

The agency quoted police as saying Novosibirskgeologiya chairman Yuri Fedorov, 50, was hit by eight bullets and died instantly.

Fedorov had been planning to go to the airport when the gunmen struck, beating his driver so that he was unable to provide police with a description of the attackers.

Tass, monitored by the BBC in London and reporting from Novosibirsk, quoted police as saying they were sure Fedorov was killed because of his work, and that they did not rule out a contract killing.

Novosibirskgeologiya offers oil and gas exploration services, and according to the agency it has offices in other Siberian cities.

Contract killings and the employment of heavily-armed bodyguards have become a feature of Russian life since the end of communist rule and the emergence of privatized companies and a new class of entrepreneur.
