<A> Alcatel Launches Its New EVOLIUM(TM) LMDS Solution Dedicated for
the Building-Up of Broadband Wireless Access Networks

Alcatel at Telecom 99 - Hall 4, Stand No. 210

PARIS, Oct. 13 /PRNewswire/ -- Alcatel announced today the launch of its new EVOLIUM(TM)
LMDS solution dedicated to Competitive Local Exchange Carriers, incumbent operators and
full-service telecom operators for the building up of broadband wireless access networks.

This announcement comes as a major step forward to enable these operators worldwide to provide
quickly and economically fast access to the Internet as well as a wide range of high-speed voice and
data services to small and mid-sized enterprises (SMEs), small office/home offices (SOHO),
corporate branch offices and residential subscribers in densely-populated areas.

Thanks to Alcatel's global scope and mastery of virtually all telecommunications issues, operators
can rely on Alcatel for complete, integrated end-to-end network solutions including all network
elements and services for the expanding IP market. With EVOLIUM(TM) LMDS Solution, Alcatel is
making a new breakthrough in the broadband access arena. From a single hub, broadband last mile
connections can be provided to thousands of subscribers.

The EVOLIUM(TM) LMDS system has been designed as a multi-service solution, offering superior
data transmission capabilities and unmatched flexibility for bandwidth allocations. A full variety of
applications and services are supported: end-to-end leased-lines (PBX interconnections and Virtual
Private Networks (VPN)), data services on leased-lines for WANs through concentrators, FRAD
(Frame Relay), bridges or routers, Cellular/PCS/WLL backhaul, end-to-end switched voice
services (IP telephony, Voice over PABX lines, Multiple ISDN lines (2B+D) and bursty end-to-end
data services (Internet, Intranet, LAN to LAN interconnections)).

Jean-David Calvet, vice president marketing of Alcatel's radio communication activities,
commented, ''Every operator expects speedy return on investment, however the issue is especially
critical for new operators, eager to rollout revenue-generating services as quickly as possible.
Especially in newly deregulated market environments, time to market is a vital criterion when
evaluating Internet access and high-speed data solutions''.

The EVOLIUM(TM) LMDS Solution has been designed with a clear objective in mind: enable
CLECs, ILECs and full-service telecom operators to address effectively the currently over-charged
and under-served small & mid-sized business market.

In response to this challenge, the EVOLIUM(TM) LMDS solution brings a series of outstanding
benefits such as quick rollout and easy deployment, faster realization of revenue, fast Internet
access, bundled voice and data services, flexible bandwidth, demand-based build-out, reliable
service integration, lower network maintenance and operating costs.

The EVOLIUM(TM) LMDS operates in the 3.5 GHz to 38 GHz frequency bands and has a coverage
area measuring several kilometers in diameter depending on the frequency band used. It is based on
three basic system components: the Base Station serving as a hub handling full two-way
communications for up to 4000 end users, the Terminal Station (a small 26 cm diameter outdoor
solid-state antenna), the Radio Termination and a simple end-user interface unit (Network
Termination) and the Management Center.

EVOLIUM(TM) LMDS has already gained an overwhelming market response. Formus
Communications Inc., a high-speed broadband wireless services company, announced, on July 8th
1999, the launch of its first international commercial deployment of broadband wireless access
(BWA) services using EVOLIUM(TM) LMDS technology. The broadband network operating in the
28 GHz frequency band, enables Formus to offer its customers broadband services including
high-speed Internet access, high-speed data transmission, and when authorized by the Polish
government in the future, voice services. Formus is currently focusing on providing these services to
large and medium-sized businesses in Poland.

Numerous field trials built on EVOLIUM(TM) LMDS solutions are currently operational in several
countries. Operators in France, Germany, Belgium, Austria and Greece have selected Alcatel
LMDS customized solutions to run their trial broadband wireless access networks. In Japan, Alcatel
is providing trial LMDS networks to two New Common Carriers for operational service scheduled
for November and December 1999. Operators in other countries are now on the verge of choosing
the product for the same purpose or for an immediate deployment. Before end 1999, more than 30
Alcatel LMDS field trials will be operational.
