Could somebody be so kind as to explain the reference time for changes in futures prices?

When the Dec 99 futures are listed as +700 for the NASDAQ, as on this link, I assume that there must be some reference point in time which forms the basis for the benchmark. Is it like the long bond, where it is based on the change from the closing price of the most recent day?
