A "borderline condition" test may or may not generate a full yield. (You have to test the whole system ... the second implosion stage makes most of your yield but is the real house of cards physics-wise.) For a modern strategic warhead that would be maybe 100 to 300 kilotons. A big thump like that would certainly get everybody's attention. Verifiable? <shrug> Suspicious? Definitely!

My guess is that seismic verification of nuclear tests is a bit like Global Warming. Pick the answer you like off quite a menu.
