Can't think of any reason, at this point. If he can do it in the Oval Office while taking a call from a Congressman, I guess a Senator can make a joke about it on the Senate floor while debating a bill. What are they going to do? Impeach Helms????LOL!

Decorum. Senators should not mention Clinton and the like in debate or on the floor of the Senate.
