The push pin (or thumbtack) in Outlook/Outlook Express is used when you want to keep that specific window open, so that it doesn't close automatically, which is the default for that window. Likewise, say, with the "folder list" command, it keeps that list open as you move around the Outlook interface. The default is for that list to close if you select another folder.
