Carolyn,
basically all telco companies & ISPs with backbone interests will HAVE to go DWDM route. It's a matter of economics.

Instead of building a new, broeader, faster pipe (= "road") to connect the backend hardware pieces (routers, switches etc.) together, you don't have to lay new strands of fiber. Just upgrade to a new DWDM stage and voila you got the increased bandwidth looking for. In the times of copper or pre-DWDM fiber you had to lay new strands of cable. Not so right now. Somewhat a "something for (almost) nothing mentality" but very good for us optical investors and of course consumers in their quest for bandwidth..
