I respectfully disagree. There is no evidence that the memo is a hoax. On the contrary it only makes sense that our neighbors securities commissions north of the border would eventually make every effort to bring their markets into compliance with SEC regulations. This would be especially true in the case of Americans, not Canadians, who have been illegally naked shorting stocks in Canada.

I agree that anyone should be able to short a stock, if shares are available to be borrowed, however in the case of OTC BB stocks, no individual in the US is allowed to short such a stock.

Why should such a practice be allowed in other markets?

I know this isn't going to stop naked shorting but it will slow it down for some. Every rule is broken by those devious enough to find a way to break it. Correct me where you see the errors in my thought process.
