I've never shorted the Nasdaq index, QQQ, so I don't know how uncommon it is for none to be available to borrow. Hopefully, someone else will be kind enough to answer this for you.

I find it extremely unlikely that qqq would not be shortable. Make your broker try again.

MSFT is a huge part of the index anyway, maybe you could just short that.
