I would think the state could hire a decent modeling consultant outfit to lay out scenario's which would be somewhat different in each state. Here in Washington, I believe, the average tuition for K1-K12 is $5,700. I don't believe the state could give back all the taxpayers money though, because handicapped students cost a lot more to educate then non-handicapped students. So, my rough swag would be about 4,500.00 dollars per child.

We have a private school nearby which costs about that in the K1-K12. So the state would be very close to meeting the needs here.

Montessori schools are for pre-school kids. Here they cost 250.00 per month for each child. The real kicker though, is a parent has to pick them up and drop them off at odd hours. (something like 08:45-12:30. So I would venture to guess that 90% of the parents have one person staying at home.

As far as your other concerns, looking at the data where the voucher programs have been tried, should elleviate your fears. There is a reason poor parents are clammering for vouchers in many cities. They feel their kids would get a better education. So, why not let them try?

School System would be more disasterous than the Insurance
Programs..Vouchers are fine but when the "local Yokel" gets his fistfull of $$$$$ It would become an awful nightmare. That would lead to the educated vs uneducated in the longterm. I have a problem with Uniforms in the Public School..It is too remniscent of Hitlers Nazi BrownShirts' Please Not here...
