He quite clearly states his case that stocks are risky and right now they are priced as if they are not. There is only one way to correct this -- prices must come down.

William <so he's warning them to be more vigilant in assigning risk premium in their LENDING against potentially volatile assets> to bankers, yes he is saying don't lend against over-valued stocks -- and all stocks are overvalued by his estimation because stock prices do not reflect any risk in their prices now -- read it William -- that is what he said.
