In other words, if my conclusions are correct, QCOM is using the royalties issue as a way of encouraging Europeans and others to adopt the CDMA2000 standard. A sort of carrot and stick approach.

If the Europeans can't get their own way they will procrastinate for ever. The strategy being that sooner or later Dr Jacobs will get tired and go away. The awsome economic power of the obligation to pay someone royalties for the 3G revolution must be causing some people in Europe to throw up at the thought of having to pay Dr Jacobs.
