About 2%, plus or minus depending on what type of periods you look at and goofy things going on in any particular year. This is known as the "real" rate, by the way.

For example about goofy things, it has gone negative for short periods of time.

Typically not much. I've forgotten the
specific studies but several economic and
financial studies have even used the
T-bill rate as a proxy for inflation when
reliable inflation measures were unavailable.
