They gave Intel a clean bill of health in April - after a year long investigation.

Co-op advertising programs have been around for years, are used by almost all consumer product companies; the concept was not invented by Intel.

Co-op is most effective when there is strong consumer preference and respect for the brand; when brand is a significant part of the consumers purchase decision. Then it benefits the reseller, the vendor and the component manufacturer with increased sales and it continues to build brand awareness.

AMD also has a co-op program. If it doesn't generate the same marketing funds, that is probably because of weaker consumer preference and respect for the brand.
