Actually Qualcomm uses the Palm hardware as well as software in its pdQ phone. The phone is really a slightly modified Palm with an add-on phone.

It's impossible to build competitive mobile phones based on Windows CE today, because it requires far more resources than Palm OS. In fact, the component shortages and consequent price increases are a blessing in disguise for Palm OS. And this advantage may well persist even after the current shortages are alleviated. Recently an Intel scientist described how current chip manufacturing technology is reaching the limits of miniaturization. This does not bode well for resource hungry software. Microsoft has been counting on ever decreasing hardware prices to push new software releases increasingly bloated with largely unwanted new features. These days may be coming to an end. Simplicity may win the day after all.
