No, not unless it breaks the neckline of support, and if so then yes you have a rule of thumb/measurement for your downside. But, I take into consideration a number of different formations all playing against each other within the same chart.......so even though there is a H&S and it in fact broke the neckline there is also support from other formations at work within the same chart. That's when you go with your experience after watching a lot of charts at work over time.

In addition to that there are consolidation H&S formations that are actually quite bullish and usually come just after a breakout. It's worth learning about H&S as they are easy to spot and can tell a lot.
