A "clunker" (or "clunkers" in my case) is indeed a possibility


In my experience there is significant variability in the performance of GSM 1800 phones. A few years ago I measured the sensitivity and output power of many nominally identical phones and found wide variations, especially in sensitivity. It may be that they all met the specification, but the differences were enough to give quite different perceptions of network quality.

I found the network operator in question generally unresponsive to such suggestions, although replacements were forthcoming if they were pressed.

I am sure that satellite phones are also subject to variability. Indeed, this may be more of a problem with CDMA than with GSM.
