Use the existing "force analog" mode in the system setup menu that they have now. this is historical in nature as there were times when the early digital was not good, so you would force it to analog to get away from it.

I occasionally need to force analog in my home area. Depending on where I am, sometimes the only digital signal I can get is down in Washington state (a clear view across the Strait of Juan de Fuca), so I force analog to avoid the roaming charges. A rare situation I'm sure.
