In my decades of working with Unix, I have never once heard anybody recommend a preventative re-install.

You'll start to hear "hmm, better install Linux and get rid of the Windows Registry completely" :)

What's more, the problem I had was caused by an attempt to use a Microsoft "Wizard." No non-Microsoft applications or install/uninstall cycles were involved. I did little more than push the "Next" button a few times, and then spend hours trying (unsuccessfully) to undo the damage.
