The term "War on Drugs" is the problem. A "war on drugs" is un-winable because every new generation is just as stupid as the one that came before it. This means that just as you get one generation to decrease illegal drug use, a new younger generation is starting the cycle all over again. That doesn't mean that a society shouldn't fight against destructive drug use. It just means that discouraging drug use needs to be constant.
The only country that I can think of that actually surrendered and lost a drug war, is China. And as a result, they went from being the richest country in the world to one of the poorest.
