They devised the strategy and led the troops. As for the other, I suppose that it depends on the relationship between the War and the final crisis with the Soviet Union. If it were most important to win the War, than all of those who were arguably essential to doing that rate higher; and those who ensured post- War stability were key to holding the Soviets at bay until Reagan could end it. What do others think?
