You basically have the right idea by saying A wash sale only seems to matter if you traded at of the end of the year and then traded the stock within 30 days [in january of the following year].
.
But I suggest you substitute the words "trade or hold a position" for the word "traded" and that the time frame is 31 straight days of abstinence at both 1/1/1999 and 12/31/99.
