A DumbDog question...Phillips has a technical problem off Norway and has to reduce production by 300,000 bbls a day. Norway has been abiding by a 200,000 bbls/day output cut to help oil prices.

Why doesn't Norway just "cancel" the 200K reduction that has been implemented until the Phillips problem is resolved. In that case, the net production loss is only 100,000 bbls/day vs. 300,000 (or actually, now, 500,000 bbls total for Norway).
