It's a little vague (as usual)

Here's the relevant paragraph:

"Over the coming months, service providers will begin to offer Globalstar wireless satellite phones and service as each local service provider initiates Globalstar services in countries around the world. During this gradual roll out, service providers will start to penetrate each of the over 30 national markets where Globalstar service is initially planned. In support of these, our local and regional partners, Globalstar is mounting regional advertising campaigns to assist in initial sales and marketing activities. The campaign will be seen first in approximately 20 nations in North America, South America, and Europe which are covered by the initial nine operating gateways. Early next year, roll-out will begin in China, Russia and South Africa."

Reading between the lines: we don't have enough GSM phones to make more than a token entry outside of W. Hemisphere; furthermore, the regulatory situation in China, Russia and S. Africa probably needs more time before commercial service starts.
