Clinton is making a surprisingly large number of airhead recommendations. This is a pork barrel attempt to win back the party he has alienated in order to preserve the prospects for Gore. It has no dollar consequences. It's only a domestic action where numbers are shifted in banking accounts. It does have the potential to accelerate the bankruptcy of SS more sooner than it otherwise would. That has no reserve currency effect, just increases the number of future bag ladies.
