...adjusting the bus termination voltage to the upper end of its tolerance band and using tighter tolerance regulators would also almost certainly cure it even with three RIMMs and with no speed penalty.

I think I got this backwards by forgetting the thermal calibration. Reducing the termination voltage will reduce the voltage swing under normal conditions and therefore also reduce the size of the 1.5x signals. The drivers will therefore not have to pull down to such a low voltage as they would with a high bus termination voltage. The exact details depend on just how the calibration works, which is not fully disclosed in any of the documents I have read.
