Most of the smaller towns in New England have volunteer Fire Departments. I lived in a town in Connecticut that had a very efficient volunteer department. They got money from the town, but it was still a lot cheaper than to have them be full-time employees of some union. As for private police forces, we're seeing them sprout up all over. Gated communities, corporations, and other entities hire them all the time. I think I read somewhere that private security personnel outnumber regular cops now. (I could be wrong, but the numbers are close)

We'll still have money to maintain roads and maintain national defense.
