Well, one of the reasons I have been told you can't source from the former eastern bloc is the transportation issues. I thought it was the roads that were in disrepair during the winter months... since I've never been to Russia I don't know for sure. However most of Latin America has such poor infrastructure I would think twice before relying on delivery from there... the maquilladoras are right on the border so you get US transportation. Mexico has toll roads and there are some pretty negative economic consequences to that... support staff unable to commute etc.
