This clearly shows that naked shorting is a-ok, hunky-dorey, but like anything, it can be abused. Also note in that second part that it's not talking about a MM, it's talking about a trader that has an account with a clearing corp or broker dealer.
Also note that this Pollock study was in 86 and this article before 93 judging from the last line. Do you remember what the stock market was like in 86? If your stock went up a 1/2 you had a good day, no volatility, and no liquidity in anything but the biggies, so there was a bit more need to keep shorting in check. Today that's not the case(though a big bear market could crush enough people to suck up liquidity for a while). Do you remember the 87 crash? If it wasn't for shorts covering their wouldn't have been any buying whatsoever. Even in 93, the market was a whole different critter than it is today, thus the SEC is now looking more towards setting shorters free, not passing more regs. If anything, they will help shorts because shorts can help keep these wild bubbles from forming.

Shut the Effup, you silly tout. With a float of "3-5M shares" by your own weak count (nice 40% range) there are plenty of ZSUNE toiler paper rolls around to flush down the toilet.
