The viwes.com will give you short interest for 1-12 mos. in table or chart or both. The default is set at 6 mos. (See the little pull down arrows? Cool feature.) I'm not aware of any site that goes back further than 12 mos.

"Who does the shorting?" Sorry, no help here with a definitive study. I know little guys do it and big brokerage houses just from experience.
