Yes, it is. I hear HMO's have lists of drugs to pick from and to heck with the rest. That seems very strange. I don't know if mine has lists or not. So far it seems very simple and they've been helpful. I plunk down $10 when I go to the doctor and never see any paperwork. Paperwork, alone, could keep me from going to the doctor.

If Zyrtec is available to you, it could be worth a try. I'm very sensitive to things that make you hyper and was shocked when this didn't at all.
