ROCHESTER, N.Y.--(BUSINESS WIRE)--Oct. 25, 1999--

'WebSaver' Combines the Convenience of the Internet with the
Power of the Global Crossing Network

E-Business Approach Offers Breakthrough Rates for 7 Million Small
Businesses

Global Crossing Ltd (Nasdaq:GBLX.O) today announced an aggressive
web-enabled telecommunications program targeted at the exploding small
business marketplace. The Internet-based service, known as "WebSaver,"
is a do-it-yourself telecommunications solution available to any
entrepreneur with Internet access. The program includes discounted
interstate long distance rates, ranging from $.08 to as little as
$.065 per minute, with no term commitments and no monthly recurring
charges. To round out the program, small business users get quick,
private and secure web-based, account access via Global Crossing's
industry-leading account management tool, uCommand(SM).
"WebSaver is a complete e-business-enabled telecommunications
package," said Donna Reeves, President of Business Services for Global
Crossing North America. "Small, growing businesses can now take
advantage of the technological breakthroughs from which larger
corporations have benefited for some time. Everything is automated,
which translates into additional savings opportunities for our
customers."
WebSaver and uCommand give business customers greater control and
visibility over their communications accounts. Customers register for
these services through a secure website. They are then billed
automatically to a credit card account and subsequently receive
electronic invoices. These online services help customers manage
expenses through real-time viewing of billing statements as well as
the ability to monitor calling patterns more efficiently.
"With the WebSaver suite of products, Global Crossing assists its
customers in harnessing the power of the Internet to reduce costs,
grow markets and find additional business-efficient solutions," added
Reeves. "WebSaver offers small business customers improved savings and
flexibility, which are key factors in today's competitive
marketplace."
