philipah: In the USA with flat rate phone access there is no viable way to get a free PC. The advertising schemes where you agree to view advertising banners by the use of a specific ISP that frames everything are also not viable.
In England and other areas where you pay the phone company so much a minute for phone time there are kickback schemes by the phone company to kick back $$ to an ISP that pays for the computer and the ISP(there are some that are just free web and some free computer and web) Most people are quite unhappy as they get busy signals most of the time, so it is hard to connect, so the ISP is modem starved(one would think that with a fee from the Telco they could buy a sea of modems?) English ISP usage is a fraction of what we have here in Canada and you have in the USA, so much so that UK people are quite impoverished web wise.
