Paul:

Interested in starting some arbitrage positions. Curious what percentage of portfolio you commit to these situations and what sort of quick analysis you do on these investments.

e.g. I was looking at the CSE deal for a long time. Never bought though, because I am afraid of the downside risk if the deal doesn't go through, and the spread made me nervous -- lead me to believe that others had better information about the deal than I did (which isn't saying much).

Can you explain something about Herb? Why have only a fraction of the available shares been tendered, even thought theoffer has been out for several months? I bought PLAT in the summer, which was extended several times; but a large chunk of the shares were tendered very early. Is it posible that the owner would make an offer knowing he would not get a majority of the shares he needs, and if so why would he do so?
