Continuing with my precis of the Morris biography: Reagan achieved his welfare reform during his second term as governor, with some skirmishing with the White House, which was planning to unveil its own income support plan. For coordinating his activities with the White House to minimize embarrassment, Reagan was rewarded with Special Envoy status, and visited Taiwan and many European countries on behalf of Nixon, to reassure allies about Nixon's intentions in his initiative to China and on the ABM Treaty. However, Reagan began planning a serious challenge not too long into Ford's tenure as President. He was convinced that Ford did not have the necessary stature, and that the time was ripe for the conservative counter revolution that had begun at least with Goldwater's candidacy. Although he eventually lost, it was narrow, and mainly because Ford used the power of the presidency to keep key people in line. On the night of the nomination, Reagan was invited onstage, and made a speech that overshadowed the candidate. Of course, Carter won, and the presidency shrank. As Carter let things drift, Reagan planned a surprising resurgence, given his age, and the number of challengers for the nomination. But he hammered home a message that people were receptive to, about the destiny of America, and the values that had made it great, and not only did he pick up the nomination, but he won the presidency in a landslide against two contenders. Reagan made enormous headway in selling his program to Congress, although he was more successful at getting tax cuts and defense increases than at trimming the domestic budget. As he worked on this budget package, a recession loomed, one that was deepened by Paul Volcker's intention to wring inflation out of the economy. Additionally, the Soviets continued to gain ground in Central America, and to encourage neutralist sentiment in Europe. Dealing with all of this was complicated by the fact that he had been shot early in his first term, and had a lengthy recuperation. Nevertheless, the country pulled out of the recession into a stunning expansion; the Soviets were thwarted in both the Third World and Europe; and as the election for the second term approached, Reagan was a strong, resolute, and successful leader....
