In the case of Athlon, I think the reason AMD went to 1.6V is to keep power dissipation in check. They may have pushed the process quite a bit along the way but, from my non-process expert view point, there will be some improvement in the front-end with the 0.18 process right off the chute. I neither have the data not the expertise to quantify that jump though.

Folks who have seen Athlon cross sections have a better idea on the exact process details but I do not remember anyone sharing that knowledge on this thread.
