I heard it explained (can't remember when -- sometime in the last two years) that Greenspan doesn't want to raise rates because of what it would do to the global economy. If it wasn't for that -- heck with it, he'd just raise them.

So he feels like he's got a license to do whatever else he can to accomplish what a rate-hike would.
