Buying back stock on the one hand and then issuing more sounds more like some sort of public relations move than anything else. Why would you buy back stock and issue new stock at the same time?

I've said this before I guess, but I fail to see why a rapidly growing company in need of capital would buy back stock, other than as a public relations stunt of some kind.
