Clinton signs bill to further waive sanctions on India

President Bill Clinton today signed a bill that gave authority to the U.S. Energy Secretary Richardson to waive economic sanctions imposed on India following the Pokhran blasts in May 1998. Richardson, who was on a day`s visit to India to lay the ground for Clinton`s visit early next year told reporters that the waiver on sanctions would continue. Unilateral economic sanctions, required under a non-proliferation law, were imposed on both India and Pakistan after they conducted nuclear tests. The waiver authority was contained in a $267bn defense bill that Clinton signed laying out Pentagon`s fiscal 2000 spending package. Richardson said Washington was pleased with Indian government statements that it would build a consensus on signing the Comprehensive Test Ban Treaty that bans all underground nuclear explosions.

He urged India to stop production of fissile material, restrain its missile program and strengthen export controls, and said it was not in New Delhi`s interests to live in a neighborhood bristling with nuclear arsenals. Richardson and Foreign Minister Jaswant Singh signed a joint statement pledging to cooperate in the energy sector. The two governments, recognizing the immense opportunities for fruitful cooperation in the energy sector, have decided to further enhance their cooperation in the energy sector such as conventional energy projects, renewable energy, clean coal technology, energy efficiency and related environmental aspects.
