Strategic Alliance brings VoIP to hundreds of thousands of
European subscribers

Ursus Telecom Corporation (NASDAQ/NMS: UTCC) and The X-Stream Network
(NASDAQ OTCBB: XSNI) announced today that they have entered into an
agreement to market theSTREAM.com, on X-Stream's free ISP Portal
service in the UK, Sweden, Norway and Denmark.

X-Stream is the UK's 3rd largest and first free ISP boasting nearly 500,
000 registered subscribers in the UK and now also offering FREE
Internet access in Norway, Sweden and Denmark.

X-Stream will feature theSTREAM.com for the sale of Voice Over the
Internet (VOIP) services through theSTREAM's Internet Phone Booth(TM),
the unique browser based PC-to-Phone service of Ursus Telecom. The
services are offered through theSTREAM's exclusive online provisioning,
payment, and bill presentment system.
