To me it does. The only mobile use I am aware of is by a Wi-Lan affiliate called Cell-Loc. See URL below, last heading on the page. Of course there may be others, or plans for others.

Cellular isn't necessarily mobile. It was first used in a mobile application, but there is going to be further moves into cellularizing frequency spectrum to maximize it's bandwidth in a given area.
