Does that mean Intel will be assembling complete servers, or are they going to get the hardware from, e.g., CPQ, DELL, etc.?

That's a good question, Charles, and is one of the keys to any threat to Sun. If Intel build their own servers, they will annoy CPQ, DELL, Unisys, etc. If they don't then they have to integrate and test Linux on every server vendor's offering (or a subset of that). And why should CPQ wait for Intel to do Linux, they can do it themselves.

This conflict is IMO why Intel is not a threat to Sun in the server space: Intel can only provide complete solutions by annoying its customers in the desktop space.
