The Dow is a very strange animal. All companies are treated
thae same but the higher price stocks contribute more to the
Dow. A back of the envelope computation I made shows that
if they made this change (the same eight companies involved)
five years ago, the Dow today will be about 800-1000 points
higher.

It does want the index to be...
"Dow Jones & Co. is on the side of MSFT and legal reform...If MSFT's legal troubles played into the decision to add that company to the DJIA, I believe that Dow Jones & Co. may have been trying to underline the importance of that company to the country...Dow Jones & Co. may have been indirectly trying to help MSFT a bit with its legal woes..."
