Doug,

S/390 machines are linked to the coupling facility via special channels. Actually, they have been called 'chpids' for some time in S/390 <gggg>. There are special CF datasets that store configuration and sysplex data which all linked systems can access via instructions.
S/390 also runs with a backup CF in case the primary fails. It avoids the 'single point of failure'.
