That sounds like AEP. I remember when I was on Wall Street in the '70's and some of us were getting concerned about midwest acid rain sources. Our utility analyst visited AEP and asked the then president what AEP's plans were, given that their stack emissions were shown to be impacting plants and trees within a radius of their generating plants.

The answer: We're going to build taller stacks. And they did. The PR was that they were doing their part for the environment.
